
The Russian Ministry of Digital Development, Communications, and Mass Media will be granted the authority to act as the sole regulator in the field of artificial intelligence. The government’s proposal is published on the regulatory projects portal.
The document amends the ministry’s regulations from 2008.
Currently, Russia lacks a single body responsible for AI regulation. The bill assigns the Ministry of Digital Development the roles of forming state policy, coordinating the implementation of technologies, and developing mandatory requirements for AI systems. The ministry will also be able to approve relevant regulatory documents from other agencies.
Overall, the regulation adds 20 new functions to the government body. These include defining support measures for developers, developing data centers, implementing AI technologies on the “GosTech” platform, participating in workforce training, and forming educational standards.
The document also introduces a classification of AI systems based on risk levels. For high-risk solutions, mandatory state registration, conformity assessment, data quality requirements, algorithm transparency, and human oversight are proposed. Additionally, developers may be required to label AI-generated content.
The decree is currently under interdepartmental review and is set to take effect on September 1.
In June, the government commission approved a bill to support AI development in Russia.
